Who Pays Into the Make Polluters Pay Fund?
HB 1187 makes sure that those most responsible for Oregon's wildfire and climate-related damages contribute — not everyday Oregonians.
✅ Only Large Fossil Fuel Companies Pay
HB 1187 requires major fossil fuel companies — those responsible for the biggest share of greenhouse gas emissions between 1995 and 2024 — to pay into the fund.
✅ Local Businesses, Farmers, and Families Do Not Pay
This bill does not charge small or medium businesses, Oregon families, or farmers. It focuses only on companies that produced very large amounts of pollution over the last 30 years.
✅ Payments are Proportional
Each company pays based on how much pollution they contributed. This is determined by long-established science and data on how much oil, gas, or coal they sold and burned over the years.
